FSS decision-making is based on the Finnish Seamen's Service Act, and the organisation is supervised by the Ministry of Economic Affairs and Employment. The highest decision-making authority is exercised by the Delegation, which meets once a year to approve the annual operating plan, budget, financial statements and annual report.
The Board meets regularly to direct the work of the office and to oversee the implementation of the operating plan and budget.
The Ministry of Economic Affairs and Employment appoints the members and deputy members of both the Delegation and the Board. They represent employers' and employees' organisations within the maritime sector.
The Chair of the Delegation and the Chair of the Board are appointed for two-year terms. The term of office for both the Delegation and the Board is four years.
