What is FSS?
The Finnish Seamen's Service (FSS) supports the wellbeing of seafarers working on Finnish-flagged vessels by providing services designed to meet the unique demands of maritime work and life.
Working at sea differs in many ways from working ashore. Seafarers spend much of their free time on board, and long work periods, time away from home and varying port calls affect the services they are able to use. FSS was established to meet these specific needs. The main focus areas of FSS are wellbeing and physical activity, learning and entertainment, and strengthening the sense of community among seafarers.
What is FSS based on?
FSS operates under the Finnish Seamen's Service Act (Seamen's Service Act 725/2024). Its statutory mission is to promote the wellbeing of seafarers by providing library and ship services, as well as sports, cultural and other leisure-time activities.
The Finnish Seamen's Service is supervised by the Ministry of Economic Affairs and Employment, and its operations are governed by the Delegation and the Board.

Who can use FSS services?
FSS services are primarily intended for seafarers working on Finnish-flagged vessels, regardless of nationality. Some services are also available to maritime students and retired seafarers.
Active seafarers
Seafarers who pay the FSS service fee are entitled to use all FSS services. A person is considered an active seafarer if no more than six months have passed since their most recent period of employment at sea.
Maritime students
Maritime students are welcome to participate in FSS events and activities, provided that their participation does not take a place from an active seafarer. During their onboard training, students may use FSS ship and library services on the same terms as active seafarers.
Retired seafarers
Retired seafarers are welcome to participate in FSS events and activities, provided that places remain available after active seafarers have been accommodated. Retired seafarers may also borrow books and films from the FSS head office in Katajanokka by arranging a visit in advance.
